Whitney Conkright

Development Project Underwriter

Whitney’s duties include assessing and underwriting potential development projects, due diligence, financing and tax credit applications, compliance documentation, and specialized research projects.

Whitney’s background is in technology and real estate. Before joining Phoenix Development Company, she worked for over 10 years in the administrative side of the residential real estate industry. She held various positions ranging from office administration, accounting and commissions, to network administration and technical support. During that time, she developed and implemented procedures and training materials for a nationwide real estate database and inventory management software system. Whitney also has experience in hospitality and vacation rental management in Sonoma and Marin Counties.

Since joining Phoenix Development, she has completed several training seminars on Low Income Housing Tax Credits and other related programs.

She has experience with:

  • Low Income Housing Tax Credits - CTCAC

  • Tax Exempt Bond Financing - CDLAC

  • Farm Labor Housing Loan and Grants 514/516 - USDA

  • Multifamily Housing Program - HCD

  • Predevelopment Loan Program -HCD

  • Sonoma County CDC County Fund for Housing

She currently lives on a farm in central Texas where she raises dairy goats. She volunteers as a mentor for the Imerman Angels program for young adult cancer survivors and serves on the Advisory Board for Lacuna Loft.


Holly Holleran

Development Project Administrator

Holly’s duties include working with Phoenix team in managing  current projects and assessing potential development projects, assist in preparing financing and tax credit applications, as well as overseeing the administrative functions at  Phoenix Development Company.  

Growing up she assisted her Mother and Father in designing, remodeling and developing more than thirty single family homes in the Bay Area. While  obtaining  her bachelors degree in Business Management, at the School of Business and Economics at Sonoma State University, she held  various retail positions ranging from DTC sales, office administration, management, marketing and compliance. During that time she developed and implemented sales incentive programs, omni-channel marketing strategies, and hospitality  procedures and training for multiple employers. Holly also has experience in social media management and event planning.

Since joining Phoenix Development, she has completed  training seminars on Low Income Housing Tax Credits and other related programs.

She has experience with:

  • Farm Labor Housing Loan and Grants 514/516 - USDA

Her hobbies include volunteering as an indoor soccer coach at the Novato Youth Center, furniture restoration, and paddle boarding with her dog, Jojo.


Lydia Ferguson

Administrative Analyst

Lydia grew up with a developer as a father and a mortgage lender as a mother. Given this background she was raised around housing and has a passion for it. She has completed two years at Sonoma State University and is continuing her education at San Diego State University, with a focus in Business Administration. Lydia is often described as a strong leader and a good team player; skills she gained over the 14 years she spent playing basketball competitively.

Some of her tasks include: property management oversight, data entry and analysis, portfolio management, funding applications, and daily correspondence. She is skilled with Microsoft applications. 

Her hobbies include volunteer basketball coaching and working with children of all ages; whether it be through sports camps or at church gatherings. She is also an avid baker and loves to share what she makes with those in the office.
